What is a comprehensive plan?
A comprehensive plan is a long-range guide for development and community investment. It determines the vision and goals for the next 10-15 years and serves as the basis for land use and zoning regulations.
Per Indiana law, must include at minimum:
Statement of objectives for future development
Statement of policy for land use development
Statement of policy for the development of public ways, public lands, and public utilities
